A new ranking of 'best and worst' community colleges puts Pennsylvania's schools near the bottom, a position that appears to be driven not by the quality of education they offer, but the cost. A survey by the consumer finance website WalletHub ranked Pennsylvania 39th out of the 41 states included in the ranking based on the collective performance of their community colleges. The survey scored 668 community colleges nationwide, including 13 of the 15 schools that are part of Pennsylvania's community college system.
